Opening of Association Swimming Pools

A member has asked that we send out a survey on the opening of our members' swimming pools.

As of May 18, public pools in South Carolina may open under recommended guidelines from the DHEC (click here). The guidelines refer to non-health care related places of employment and public swimming pools. DHEC has defined all association-owned pools as public even though they are privately owned.



  1. Do you have a community pool? If not, discontinue this survey.
  2. If you have a community swimming pool, do you intend to open this year?
    If yes, date:
  3. Do you intend to comply with the Guidelines for Re-opening Public Swimming Pools at your community pool?
    Comments:
  4. If Yes, who will perform the cleaning/disinfecting after every use? E.g. Community volunteers, the pool users themselves, college students, nursing students, Other?
  5. Do you think you may have to pay for these services if no one volunteers?
  6. How will you ensure people are following the guidelines?
  7. Have you considered how you would actually enforce the guidelines?

  8. Are you considering requiring pool users to reserve pool time at least one day in advance, for a set period (e.g. 2 hours) so cleaning people can schedule their time?
  9. Will you/have you considered limiting the hours the pool is open to reduce the number of infection control cleanings?
  10. Have you discussed the new requirements with your pool maintenance service company?
    If yes, have they provided input of value you can share?
  11. Are you concerned about the liability of a pool user becoming ill and suing your association?
    If Yes, do you plan to consult an attorney for guidance on this?
  12. Have you confirmed with your insurance carrier that you are covered if someone claims they got Covid-19 from your pool area?
  13. What concerns do you have that are not addressed above?
